ACU Endorses Anti-Fraud, Credit Access Measures In House Markup

WASHINGTON--The House Financial Services Committee began marking up a series of bills Tuesday, including several that would provide credit unions with resources to combat fraud and update fraud liabilities.

America’s Credit Union expressed support for:

  • The Strengthening Transaction Oversight and Preventing (STOP) Payments Fraud Act of 2026 (H.R. 9331), which would provide credit unions with stronger, more flexible tools to combat payment fraud while better aligning regulatory standards with today’s needs by allowing longer holds on suspected fraudulent checks among other measures
  • The Credit Access and Inclusion Act of 2025 (H.R. 5402), which would allow lenders to recognize alternative data payments, such as rent, utilities, and telecom payments, to help credit invisible consumers qualify for financial products
  • The Fair Credit Reporting Act (FCRA Liability Harmonization Act (H.R. 5775), to improve fairness in the enforcement of the FCRA by aligning its class action liability provisions with those found in other federal consumer financial laws
  • The Fair Credit Reporting Reseller Accuracy Act (H.R. 8141), which promotes fair access to credit by ensuring resellers verify the information they distribute
