WASHINGTON—The House is expected to begin processing amendments to the National Defense Authorization Act (NDAA) this week, with floor consideration anticipated soon, the Defense Credit Union Council reported.
“The Senate continues work behind the scenes, and timing remains uncertain. If the process extends into October, additional opportunities may arise to advance additional amendments or proposals. DCUC will closely monitor any developments with the fiscal year 2026 NDAA,” said DCUC Chief Advocacy Officer Jason Stverak.
On a call with the media Monday, Stverak also addressed the potential government shutdown looming at the end of September.
“The number of legislative days left before the end of the fiscal year is shrinking,” Stverak noted. “We are hopeful Congress will take the necessary steps to keep the government open. Discussions around a continuing resolution (CR) are ongoing, with some suggesting a short-term CR into December and others preferring a longer extension into April of next year.”
Either way, credit unions have already begun preparing their members for potential disruptions, such as delayed payrolls, Stverak said.
“They are making sure members understand what services are available—whether for loans, financial counseling, or other support,” Stverak said. “I want to give credit to those credit unions already taking action and encourage others to do the same, ensuring members feel secure and supported even in the face of uncertainty.”

DCUC Letters
Stverak pointed out DCUC sent several letters to lawmakers in recent days.
The trade group recently sent letters to the House and Senate Armed Services Committees, urging inclusion of Senator Cramer’s CLF amendment in the NDAA—an effort previously supported by NCUA and advanced in prior years' bills. DCUC also encouraged inclusion of the Veterans Member Business Loan Act to lift the MBL cap for veterans, enhancing small business capital access.
In a letter to FHFA Director Bill Pulte,DCUC highlighted the importance of ensuring mortgage processes maintain integrity while recognizing credit unions’ role in supporting borrowers. DCUC's letter emphasizes credit unions’ commitment to delivering the highest level of service and fraud prevention.
