House Oversight Slams EPA’s $20B Green Fund As ‘Scam’—Will Courts Let Grants Be Canceled?

WASHINGTON—House Oversight Committee Chairman James Comer (R-KY) has unveiled a staff report alleging the Biden Administration funneled nearly $20 billion in environmental grants to politically connected nonprofits, intensifying scrutiny of the Environmental Protection Agency’s (EPA) now-canceled Greenhouse Gas Reduction Fund (GGRF).

The 21-page report, titled “The Green New Deal Scam: The Greenhouse Gas Reduction Fund,” contends that the program was structured to direct funds to Democratic allies under the guise of advancing environmental justice. Committee investigators say internal documents show how the EPA weighted “equity” metrics as heavily as financial stability and compliance, and in some cases awarded money to groups lacking basic reporting capacity.

Comer accused the Biden-era EPA of “weaponizing” the fund.

“It’s clear the Biden Administration turned the Environmental Protection Agency into a vehicle for rewarding political allies, all while risking the stability of our energy infrastructure and burdening American families with higher utility costs,” Comer stated in a release.

The report highlights what it calls questionable expenditures tied to the awards, including lavish executive pay, overseas travel, and projects such as communal kitchens and artist housing—far afield, Republicans argue, from the fund’s intended purpose of cutting greenhouse gas emissions.

EPA Shutdown And DOJ Probe

In March, EPA Administrator Lee Zeldin, appointed by President Trump, terminated the $20 billion in grant agreements, citing widespread waste, fraud, and abuse. The agency’s acting Inspector General is reviewing the awards process, while the Justice Department is weighing potential fraud and mismanagement referrals.

The move has ignited a clash: environmental and community development groups that won the awards, such as Inclusiv, have filed lawsuits to block the cancellations, arguing the termination is unlawful and jeopardizes clean energy financing in underserved communities. Inclusiv was mentioned in the report.

Impact on Legal Challenges

Some analysts believe the Oversight Committee report could complicate those legal efforts, stating the findings may give the EPA firmer ground to argue that its decision to halt the grants was justified by evidence of mismanagement.

The report concludes that the “Biden Administration and its Democrat allies in Congress earmarked tens of billions of taxpayer dollars for political patronage in the name of ‘environmental justice.’ This green energy scam serves to enrich the Left and push divisive and destructive policies. The GGRF represents the latest but perhaps the most egregious example of ideological self-dealing with U.S. taxpayer dollars.”
