Long-Time CU Lobbyist Chuck Zuver Dies

WASHINGTON—Charles “Chuck” Zuver, the former senior vice president and director of governmental affairs at CUNA who was for many years the face of credit unions in Washington, has died. Mr. Zuver was 83.

“Chuck was a very successful credit union advocate,” said CUNA President/CEO Jim Nussle, who was lobbied by Zuver while he was in the House of Representatives. “He had a great passion for credit unions and for the people who worked for them.”

Zuver began working for CUNA on Aug. 1, 1987, leading the operations of the Washington office, primarily during Ralph Swoboda’s presidency. He retired Dec. 31, 1997, one year prior to the passage of the Credit Union Membership Access Act that would change credit unions’ approach to federal advocacy. For most of Zuver’s career CUNA was a Madison, Wis.-based trade association with a minimal Washington operation that was personified by Zuver.

“He was very well-connected with officials at the highest level on the Hill,” said CUNA Chief Policy Officer Bill Hampel, who worked with Zuver during his tenure at CUNA. “Even more telling, he was on a first-name basis with most of the elevator operators and security personnel.”

Zuver came to CUNA from the American Bankers Association where he was senior legislative counsel. He also worked for Sen. Carl Hayden (D-AZ.) and was a staff assistant for Lyndon Johnson during his terms as a senator from Texas and vice president.
