TOPEKA, Kan.—A plea agreement involving former Envista Credit Union board chairman Daniel Ramsey is drawing renewed scrutiny after court records confirmed the sentence tied to his case will not include any actual jail time, despite language suggesting otherwise.

As first detailed in recent reporting by This Is Topeka, Ramsey received what was described as a 30-day jail sentence following a negotiated plea—but the execution of that sentence was formally suspended, meaning he will serve no time behind bars and instead complete 12 months of supervised probation.
The outcome marks a shift from the original charge. Ramsey had faced a sexual battery allegation tied to an incident in which a woman told police he pinned her against a table and made unwanted sexual contact, with prosecutors reportedly possessing corroborating evidence, including text messages from the night in question, according to This Is Topeka. His case was ultimately reduced to disorderly conduct, a lesser misdemeanor offense.
The sentencing structure—30 days in jail, fully suspended—effectively results in probation-only punishment, with no incarceration, no felony conviction and no sex-offense designation attached to the final disposition, according to court records cited in the reporting.
Court documents show the plea agreement formally amended the charge to a single count of disorderly conduct, with the State agreeing to dismiss the remaining allegations as part of the deal.
Notably, the agreement specifies there is no restitution required in the case, removing any financial penalty tied to victim compensation. At the same time, the terms significantly limit Ramsey’s legal options going forward, barring him from attempting to withdraw the plea or appeal the conviction and restricting any future efforts to modify or reduce the sentence.
The agreement further states that if Ramsey violates probation or the terms of the deal, prosecutors would no longer be bound by the sentencing recommendation and could pursue additional penalties, including reinstating dismissed charges.
As previously reported by CUToday.info, Ramsey, 65 at the time, was arrested in September 2025 in Shawnee County on a sexual battery charge tied to an alleged March 26 incident. According to court documents cited by This Is Topeka, the warrant alleged Ramsey “physically touched” a woman with the intent to arouse or satisfy sexual desires. He was booked under a $2,500 cash bond and later resigned from the Envista Credit Union board following the arrest.
Earlier coverage also noted Ramsey had a prior 2023 domestic battery case involving a family member or dating partner, though that matter was dismissed and did not result in charges, according to Envista. In a statement at the time, the credit union confirmed Ramsey’s resignation and said it was aware of the earlier case but declined further comment, citing respect for the legal process.
